Terry Canales, an Edinburg Democrat who has tried for years to pass legislation to install air conditioning in Texasprisons, said the recent deaths during the heat wave are not a coincidence. Prison advocates have long described unbearable conditions in facilities across the Lone Star state. Last July, a former inmate told the Associated Press that in one unit, inmates intentionally would set fires just so guards would spray their cell block with hoses.
